OSHKOSH — Garden County authorities are investigating the deaths of seven horses that apparently died from dehydration and starvation about five miles outside of Oshkosh.

Philip Pierce, Garden County attorney, said Oshkosh resident Harry Cross is the owner, and officials are looking into what appears to be a case of animal neglect resulting in death. So far, no charges have been filed.
